It’s apparently a video documenting a monument created to remember the war against the Covenant and Master Chief Petty Officer John 117: 

"Rebuilding the memory without the assistance of machines, by only the hand of man"

This apparently accompanies the "Believe" commercial that is being broadcast on TV & Xbox Live, showing a testimonial of a Covenant War Veteran.

Judging by what’s still "left to be added" there are 4 videos still to be revealed on the web site.  The Making of the War Monument and the Testimonial of Pawel Czernek are just two videos posted so far.
